The University Grants Commission (UGC) has issued a directive to Higher Education Institutions (HEIs) requiring the submission of the "Action Taken Report of Universities/Institutions to Prevent Caste-Based Discrimination for the Year 2023-24" through the University Activity Monitoring Portal (UAMP) by July 31, 2024.

The UGC has repeated many efforts to stop the discrimination based on caste at HEIs, and in the past has also specifically directed and given guidelines about it. The importance of increased sensitivity by HEI officials and faculty members in handling cases of caste discrimination was focused on in a circular by the regulator.

- HEIs are instructed to establish a dedicated webpage for SC/ST/OBC students to report instances of caste discrimination. Additionally, a complaint register should be maintained in the Registrar's or Principal's office.

- Authorities must promptly investigate and take appropriate action against any officials or faculty members found to have engaged in discriminatory practices.

- Institutions are required to form a committee to address complaints of discrimination from SC/ST/OBC students, faculty, and staff. This committee should comprise members from the SC/ST/OBC communities.
